Achieving fluency and competence in a second language involves two somewhat distinct areas: knowledge - things you can learn and then know; and skills - things you practice and then master.
To judge your own language abilities, think about your skills first. What can you do and what do you have trouble doing?
If you, your teacher, or a friend can identify an area of knowledge that you lack, then you should learn something more about that area. Otherwise, just keep practicing your skills.
